Strip comments Removes every /* … */ block, including the ones sitting inside a declaration. Keep licence comments Blocks opening with /*! survive. That marker is the convention for attribution that has to stay. Remove empty rules A rule with nothing left in it is dropped, selector and all. Every one is listed below. Tidy the gaps Takes the whitespace a removed comment leaves behind with it. Your indentation and your own blank lines are untouched.
